Emerging New Society
In
cities throughout America, citizens are creating new kinds

and communities. These on-the-ground models and innovationsranging
from education to health care, transportation to environmental
protection, housing to policingare beginning to build
a new American society just beneath the surface of public
and media attention.

best of these "gems" now actually operating in communities
and regions around the United States are elements of a mosaic
of institutions which taken together begin to suggest the
outlines of a vision of a better, more democratic and pluralisticand
